Minnesota winters present many challenges. For residents, heating bills may present one of those challenges. The State of Minnesota set up the Cold Weather Rule to provide some protection from having your utilities completely disconnected during the winter months of October 1 through April 30. You have the right to a mutually acceptable payment schedule with the City. This payment schedule will cover your existing bill plus the current costs during the payment schedule period. Payment arrangement failure will be subject to disconnection without further notice. If a payment schedule agreement cannot be reached you have the right to appeal, in writing, to the Utility.
