Does your bill rise with the seasons?
The City of North St. Paul’s Average Monthly Payment program (AMP) is designed to make your monthly bill more consistent with seasonal weather change and hot and cold temperatures.
The AMP program is available to customers after twelve-consecutive months of billing and payment history. AMP amounts are based on a twelve-month average, and adjusted quarterly for all customers in the billing months of January, April, July and October. There is no “catch-up” as your actual balance is rolled into your new AMP amount each quarter.
