City of North St. Paul Building & Permits and Licensing
The City of North St. Paul building and fire inspectors follow the Minnesota State Building Code with State Amendments to set minimum standards for all commercial and residential construction in the city to ensure the safety and performance for all structures. Permits regulate the design, construction, and quality of materials used in our community and are an investment in your property and the well-being of our community.
Permits ensure proper services including inspections are provided to safeguard life, health, property and public welfare. City inspectors will inspect a project several times during construction.

Information for Residents
Property owners doing work on their own property may apply for building permits without the need for a contractor's license. Please review our Information for Residents before beginning your project.
Permit Application Process
The City of North St. Paul offers an online tool to complete your permit applications. Learn more about our system and how to set up your account here.
- Allow ten-business days for permit approval if a city plan review is required
- Once your permit is approved, construction may begin within 180 days or a new permit will be required.
- As work is finished, contact the City for the necessary inspections
