Proposed Ordinances

Per Minnesota Statute, the City of North St. Paul will post all proposed ordinances here prior to their review and or discussion from the City Council.

Proposed Ordinance:


The Design Review Commission was established for the purposes of “safeguarding the resources of the Downtown by preserving and enhancing sites, structures, districts and landmarks which reflect elements of the city’s cultural, social, economic, political or architectural history”.

This Commission has been on hiatus and is recommended to disband the Design Review Commission and combine those services with the Planning Commission.

The Council and staff have determined the need to establish an Arts and Culture Commission. 

The Arts and Culture Commission shall promote and increase the City’s artistic and cultural assets by encouraging and participating in the selection and interpretation of public artwork and public arts events. Except as otherwise provided, the Arts and Culture Commission shall advise the City Council.

Recommendation: It is recommended that the City Council adopt Ordinance Number _____and approve the abolition of the Design Review Commission.
It is further recommended that the City Council adopt Ordinance Number ______ and approve the creation of the Arts and Culture Commission.


SECTION 1. Sections 32.35-32.37 of the North St. Paul City Code is hereby repealed in its entirety.

SECTION 2. The Design Review Commission is hereby abolished.

SECTION 3. This ordinance shall be effective immediately upon its passage and publication.
