The 2040 Comprehensive Plan for North St. Paul was adopted by the City Council on December 3, 2019. The Plan is the result of a two-year process of updating data, engaging the community, and setting policy that will shape the City for the next 20 years. The Plan covers land use, housing, the downtown, transportation, and public infrastructure like water, sewer and electric. City leaders will use the Plan to make decisions about budgeting for capital improvements; approving new developments; creating a range of housing opportunities; economic development efforts to assist existing businesses; and much more.
